Supplemental Insurance Benefits
REAOC members are eligible to purchase dental and/or vision insurance through two sources, Pacific Group Agencies, Inc. and through the Orange County Employees Association (OCEA). Members are encouraged to obtain and read details on all plans before making a decision.
New retirees may also continue their present coverage through COBRA. If you need assistance with your COBRA benefit, contact Employee Benefits (the plan administrator) at (866) 325-2345 for COBRA details.
Pacific Group Agencies, Inc. provides REAOC members with a variety of supplemental benefits including dental plans and vision coverage. Additional discount and savings programs are available through Amplifon Hearing Health Care and Pacific Group Agencies’ Best Benefits Saver Plan. Other supplemental benefits available for REAOC members through Pacific Group Agencies include pet insurance, travel protection, and identity theft shield, etc.
As a member, you have access to two distinct types of dental plans, a PPO and an HMO. Both types are comprehensive and cover procedures including cleanings, X-Rays, fillings, periodontal issues, crowns, dentures, and implants. The main difference is how the plans work.
PPO Plans are popular as they allow you to use any dentist. Your dentist does not need to belong to a certain network. Specialist referrals are not needed. You are also free to switch dentists at will.
HMO Plans use a network of highly qualified dentists that are pre-screened and thoroughly evaluated prior to their acceptance in the network. You must use one of these dentists. You may not use a dentist unless they belong to the network. Specialist referrals are needed and will be provided by your primary dentist.
MES Vision Plan – this full-service Medical Eye Services (MES) PPO vision plan, you may see any provider nationwide, but if you use one of the MES network providers, you will receive the highest benefits at the lowest costs. The MES Network not only has thousands of individual providers, but it also includes many Lenscrafters, Wal-Mart, Sam’s Club, Target, Costco, and Sears locations. MES also allows members who wear contacts to save additional money to ordering the contacts online.

You are eligible to enroll in the benefits described below if you:
- Are a retiree prior to June 1, 2018; or,
- A retiree on or after June 1, 2018, and you were a member of OCEA for at least one year immediately preceding your retirement date; and,
- Are a current member of the Retired Employees Association of Orange County (REAOC); and,
- Will be receiving a retirement check from the Orange County Employees Retirement System (OCERS).
Dental – You are eligible to purchase dental coverage through DeltaCare USA CAM42 DHMO plan. This plan offers you a comprehensive program of dental care with no annual benefit limit. Most preventive services, such as cleanings and examinations, are covered in full. Other procedures require copayments at the time the dentist performs the service.
Vision – You may be eligible to purchase vision coverage through Vision Service Plan. This plan offers you a comprehensive program of vision care.
Life Insurance – If you were covered by supplemental life insurance through OCEA as an active OCEA member, you are eligible to purchase certain other coverages within 31 days of your retirement date, depending on the age at which you retire. For example:
- $10,000 if you are under the age of 65
- $6,500 if you are at least 65, but under 70
- $2,000 if you are 70 or over
If you are covered by retiree life insurance and you were previously covered by supplemental life insurance through OCEA as an active OCEA member before you retired, you may be eligible to receive a $2,000 burial benefit from OCEA.
